Touch 1.0 Description:

The Touch application was designed to be a small command line tool that touches files with the current system time or with a specified date and time.

Usage:

Touch [/d yyyy mm dd] [/t hh mm ss] file1 [file2 ...]

You can use wildcards (*, ?) in the fileparameters.
